Libertarian Phil Gray faces Republican Brandon Gill and Democrat Steven Shook in the Nov. 3, 2026, election for Texas’s 26th Congressional District, according to the state’s certified ballot.
Background and priorities
In his iVoterGuide questionnaire, Gray lists work in property management and bachelor’s and master’s degrees from the University of Texas at Tyler.
Gray identifies reducing the national debt as a priority. He proposes student loans tied to a fund he says would accumulate as debt falls, with interest potentially as low as 3%. His response does not explain how that fund would be capitalized or provide a budget demonstrating feasibility.
He supports a government-funded health-insurance option alongside private coverage. On immigration, he proposes allowing people to live and work in the country after fingerprint background checks and a waiver of federal benefits, with entry and residency payments directed toward debt reduction. He opposes school vouchers.
Authority and local effects
A U.S. representative can introduce and vote on federal legislation, taxes and spending. Gray’s proposals would require support beyond one member of Congress and implementation by the relevant agencies.
The questionnaire does not establish total costs, payment levels or a rollout schedule. The effects on local household finances therefore remain uncertain.
This profile draws on the certified ballot and Gray’s published questionnaire responses.
The Flower Mound Times did not receive a direct questionnaire response from the candidate and does not endorse candidates.
