Flower Mound and Highland Village residents will pay slightly less per kilowatt-hour on October electric bills, even as September's record heat pushed usage to a three-year high.
CoServ, the electric cooperative serving both communities, set its October residential rate at 11.48 cents per kilowatt-hour. That is about one-third of a penny less than September's rate of roughly 11.78 cents, according to the cooperative's billing page.
The decrease is the second in a row. CoServ lowered the rate by adjusting its Power Cost Recovery Factor, or PCRF, from negative 1 cent to negative 1.3 cents. The PCRF offsets swings in wholesale electricity costs so the cooperative collects only what it spends on power over time.
CoServ said its advance purchasing strategy helps keep rates stable. The cooperative buys electricity days, months and even years ahead to lock in prices and avoid spikes in the real-time market.
September bills tell a different story
The per-kilowatt-hour rate dropped, but total bills for September usage will likely be higher. CoServ reported that average residential consumption hit 2,239 kilowatt-hours in September, the highest single-month figure in three years.
The reason: heat. September's average temperature in the service area was 87.9 degrees, 7.1 degrees warmer than September 2025. Half the days reached 100 degrees or higher. Daytime highs hit 102 on Sept. 7, Sept. 8 and Sept. 12. Eight nights never dropped below 80 degrees.
The month logged the most Cooling Degree Days, a measure of how much cooling homes need, of any September this century in the CoServ service area. September recorded 695 Cooling Degree Days, still 130 fewer than August's 825, reflecting August's even hotter average of 91.3 degrees.
What residents will see
October bills reflect September usage, so members opening their October statements will see that record consumption at the slightly lower rate. CoServ's residential rates schedule shows a monthly customer charge of $15 per meter on top of the per-kilowatt-hour cost.
CoServ has not announced when the next rate adjustment will take effect. The cooperative updates the PCRF on a monthly basis.
