Flower Mound has broken ground on Trotter Park, a $10.25 million recreation complex at 4551 Cross Timbers Road. The project will add 12 pickleball courts, two tennis courts and a basketball court to the town.

The town filed the project with the Texas Department of Licensing and Regulation on July 1 under project number TABS2026024315. The filing lists a Sept. 7 construction start and a Jan. 7, 2028, completion target. The filing shows the review status as complete.

The 515,000-square-foot project sits on a 13.11-acre parcel the town received in a deed from homebuilder Toll Brothers in 2020. Beyond the courts, the finalized master plan includes a playground, entry plaza, restroom, large open lawn, enhanced native area, detention pond and a half-mile looped trail mixing concrete and crushed granite, according to the Flower Mound Bee.

The park has been in the works since 2018. Voters rejected a proposed $7.5 million bond for a tennis center on the same site in May 2023. The Town Council then shifted direction, approving a broader master plan in July 2024 and increasing the pickleball court count from eight to 12.

Funding comes from three sources: the town's Park Development Fund, Dedicated Sales Tax revenue and a $750,000 Texas Parks and Wildlife Department outdoor recreation grant. That grant was part of $30.9 million the Texas Parks and Wildlife Commission distributed statewide. As a condition of the grant, the town must keep Trotter Park publicly accessible, properly maintained and designated as parkland permanently.

The remaining cost beyond the $750,000 grant comes from town funds. An earlier construction budget from October 2025 pegged the project at just over $9 million, but the TDLR filing reflects the current $10.25 million estimate. An initial bid round failed because bids came in higher than expected and too few contractors responded. The town rebid the project in July 2026.

Dallas-based MHS Planning and Design drew up the plans. Chuck Jennings is listed as the town's contact on the TDLR filing. The park will sit between the Founders Classical Academy property and RockPointe Church, with the walking trail set back from FM 1171.
