H-E-B wants to build a 130,000-square-foot grocery store at Long Prairie Road and Waketon Road, giving Flower Mound a second location before the first one even opens.
The proposed store would anchor Flower Mound Center, a 28-acre mixed-use development that also calls for fast food restaurants, a bank, a daycare and office space, according to application documents filed with the town and first reported by the North Texas Sun on Monday, Aug. 17. A master sign plan included with the filing shows the H-E-B logo and renderings of signs facing both Long Prairie Road and Waketon Road.
The site sits south of the QuikTrip at that intersection and north of College Parkway.
Parking and road exceptions
The developer is asking the town for more parking than code allows. Flower Mound's standard requires one spot per 250 square feet, which sets the minimum at 520 for a building this size. The town caps lots at 120% of that figure, or 624 spots. The site plan shows 826.
That's a familiar fight. When H-E-B's first Flower Mound location at Furst Ranch went through the approval process in 2025, the Town Council granted a parking exception raising the ratio from one spot per 250 square feet to one per 150 square feet. During Planning and Zoning deliberation on that case in April 2025, commissioner Michelle Jackson said, "This is a lot of concrete."
Flower Mound has since updated its parking regulations, adding mitigation options designed to avoid one-off exceptions like the one granted for Furst Ranch, according to the Flower Mound Bee.
The Flower Mound Center developer is also seeking a master plan thoroughfare amendment that would eliminate a planned north-south road between College Parkway and Waketon Road. The land itself needs rezoning: the western tract is zoned agriculture and the eastern tract is designated as a planned development.
What comes next
The San Antonio-based grocer operates more than 455 stores in Texas and Mexico and reports more than $50 billion in annual sales. Its aggressive North Texas expansion includes announced locations in Fort Worth, Denton, Sherman and Flower Mound, plus a $20 million distribution warehouse under construction in south Fort Worth.
H-E-B purchased 22.8 acres in Flower Mound's Furst Ranch development at Hwy 377 and FM 1171 in late June 2025 for its first local store. More than a year later, that location has not opened. H-E-B managing director of public affairs Mabrie Jackson said in July 2025 that no construction date had been set.
The Planning and Zoning Commission was expected to hold a work session on Flower Mound Center as early as the week of Aug. 18, according to the North Texas Sun report. Like the proposed Costco at Cottonwood on Dixon Lane, the application must go before the commission and Town Council for final approval.
