A new student code of conduct takes effect at Flower Mound High School and Marcus High School when classes begin Wednesday, Aug. 12, after the Lewisville ISD Board of Trustees voted 7-0 to approve the 2026-27 rules at its Monday, Aug. 3 work session, according to meeting minutes.
Every trustee voted yes.
The motion was made by Dr. Staci Barker and seconded by Madison Lopez during a work session that also included an FY27 budget preview, a debt management plan and a construction update on LED stadium lighting funded by the district's 2024 bond program.
All seven trustees were present at the LISD Admin Center boardroom in Lewisville: Board President Allison Lassahn, Dr. Sheila Taylor, Katherine Sells, Jenny Proznik, Dr. Barker, Lopez and Paige Dixon.
The district has not released details on what changed in the code from the 2025-26 version.
New school hours start Aug. 12
High school students at Flower Mound and Marcus will report under new hours this year: 8:50 a.m. to 4:15 p.m., according to LISD's official announcement. Middle schools shift to 8:15 a.m. to 3:40 p.m., and elementary campuses to 7:40 a.m. to 3:05 p.m.
FY27 budget and tax compression
CFO Scott Wrehe and Director of Budget & Procurement Claudia Orta presented the FY27 budget outlook, covering the General Operating Fund, Debt Service Fund and Child Nutrition Fund. The session also reviewed property tax compression for 2026-27.
Specific dollar figures and proposed tax rates were not included in the meeting minutes. The board took no formal vote on the budget Monday; action is expected at a future meeting.
Wrehe also presented a 2026-27 Debt Management Plan that included a resolution for defeasance or redemption of outstanding unlimited tax bonds, bond refunding opportunities and selection of underwriters.
Stadium LED lighting on track
Executive Director of Construction & Facilities Jason Hughes delivered a 2024 Bond Construction Update, including a stadium lighting report. The district's 2024 bond program, approved by voters in the May 4, 2024 election, funds LED lighting replacements at all five LISD high school stadiums, including Flower Mound and Marcus.
The district's bond website states the LED upgrades will provide instant-on capability and a 40-70% decrease in energy consumption. Marcus High School's campus page on LISD.net confirms LED stadium lighting is listed as an active 2024 bond project.
Voters approved all three bond propositions, totaling approximately $101 million, without a change to the district's $0.38 debt service tax rate.
Back to School Fair and what's next
Dr. Barker reported the district's annual Back to School Fair distributed 4,000 backpacks, drew more than 250 volunteers and 70 community partners, and served over 3,500 registered students. More than 700 students participated in summer learning programs districtwide.
The board opened the session with a moment of silence for Hebron High School graduate and U.S. Army soldier Isabella Gonzales. Attendees wore her favorite colors, black and purple.
The next Regular Board Meeting is Monday, Aug. 10, where the district will hold a formal community recognition of Gonzales and is expected to take action on items previewed at the work session.
