A representative Highland Village household would pay about $13 more per month for water and wastewater under a rate proposal selected by the City Council on Tuesday, Oct. 27.

The council chose Option 2, which adjusts both base charges and usage-based rates for fiscal year 2027. Final adoption remains pending, according to the city’s announcement.

For a residential customer using 12,000 gallons of water and billed for 5,600 gallons of wastewater monthly, combined charges would rise from $137.03 to $150.02. That is an increase of $12.99, or approximately 9.5%. Individual bills would vary with usage.

The city cited higher operating expenses, infrastructure maintenance, capital projects and increased wholesale costs from the Upper Trinity Regional Water District.

Highland Village’s utility charges include a wholesale pass-through component covering purchased water and wastewater treatment, along with city charges supporting local service and infrastructure.

Council members also reviewed drainage utility funding, but the announcement did not identify a proposed dollar increase for that service.

The date for further consideration needs clarification. The news release says Nov. 8, while the city calendar lists the next regular council meeting for Tuesday, Nov. 10.

Separately, the council is expected to consider authorizing up to $10.75 million in certificates of obligation on Dec. 8. The proposed financing would support waterline replacements, lift station improvements and reconstruction of the Lake Vista Well, according to an Oct. 14 city announcement.

That action would be a council financing decision. The city says utility revenues would repay the debt, and the final amount could be lower than $10.75 million.
